TAC are for more detail in a terminal area, FLY WAY charts are specifically for VFR fly ways (don’t read too hard into it, just know what is on each and when you’d choose one over the other).
Ceiling around SFB is 3,000msl because the Bravo starts at 3,000′ msl and the ceiling is denoted as “T” meaning “terminal” or the airspace extends to the overlying terminal airspace which happens to be 3,000′ msl in this case.
